Subject: [PATCH] fix: remove tracked user-specific files from repository

- Remove CLAUDE.md from tracking (generated by init-bootstrap)
- Remove settings.local.json from tracking (user-specific)
- Add both to .gitignore for all users
- These files should be created locally by each user
